Judith A. Stein and Alfred J. Chiplin, Jr. are the Editors-in-Chief of the 2013 Medicare Handbook.

Ms. Stein is the founder and executive director of the Center for Medicare Advocacy, Inc. She has extensive experience in developing and administering Medicare advocacy projects, representing Medicare beneficiaries, teaching, and consulting. Ms. Stein has been lead or co-counsel in federal class action and individual cases challenging improper Medicare denials.

Mr. Chiplin is a Senior Policy Attorney with the Center for Medicare Advocacy, Inc. and Managing Attorney of the Center’s Washington, DC office. He specializes in Medicare beneficiary coverage and appeals, access to home health care, discharge planning and transitional care services, and assuring and assessing the quality of care beneficiaries receive from Medicare-certified service providers.

The Center for Medicare Advocacy, Inc. is a national, non-profit, non-partisan organization that works to obtain fair access to Medicare and necessary health care for older people and people with disabilities. Each year, the Center represents thousands of individuals in appeals of Medicare denials, particularly for rehab and home health care. Its work includes responding to thousands of calls and email inquiries. The Center produces educational and self-help materials, and pursues Medicare coverage for dually eligible beneficiaries. Since 1986, the Center has been a leading force in advancing Medicare coverage and due process rights through class action litigation and administrative advocacy. The Center’s staff act as consultants and trainers for groups interested in learning about health care rights, Medicare coverage, and appeals and/or in developing Medicare advocacy projects.
